ECO4 Flexible Eligibility
A local authority route into ECO4 for households who do not receive qualifying benefits.
Guidance only. Funding is not guaranteed. Scheme rules and availability may change.
WHAT THIS ROUTE IS
ECO4 Flex allows local authorities (LAs) to identify and declare eligible households that do not receive standard qualifying benefits but are nonetheless considered to be in fuel poverty or at risk. Once declared by an LA, these households can access ECO4 measures through the normal supply chain. Availability depends entirely on whether your local authority operates an active ECO4 Flex scheme.

This is not a quote or a guarantee. Final costs depend on a property survey, installer quote, grant approval, property condition and funding availability.
ECO4 Flex eligibility and funding terms are determined by your local authority and energy supplier. Where a household is formally declared eligible, works are typically fully funded. Availability and contribution terms depend entirely on your local scheme.
